In August 2015 Roscosmos asked Kazcosmos to consider the issue of opening a new area of ​​falling carrier rockets in the territory of the Kostanay region of the Republic of Kazakhstan to ensure launch of the “Soyuz-2” launch vehicle from the Baikonur launch site on a new route in the northern direction to the circumpolar orbits.

These launches are necessary for the implementation of a major international project “OneWeb”, aimed at providing the entire world (primarily rural areas) with broadband Internet access via microsatellites in low-earth orbit.

The investors of the world project “OneWeb” are such well-known companies as Airbus Group, Bharti Enterprises, Hughes Network Systems, EchoStar Corporation, Intelsat, Qualcomm Incorporated, etc.

To organize this world-wide Internet, it is necessary to launch a series of launches of spacecraft from various parts of the world, including the cosmodrome “Baikonur” (about 8-10 launches). At the same time for their provision, taking into account the characteristics of the orbit of the launched satellites, it is necessary to open new impact areas, which are geographically located in Dzhangeldinsky district of the Kostanay region of the Republic of Kazakhstan. Roscosmos and Kazcosmos, as authorized state bodies, are currently working on the possibility of opening such a region, as part of the implementation of Clause 4.1.5 of the Concept of Further Cooperation at the Baikonur Complex, approved by the First Deputy Prime Minister of the Republic of Kazakhstan, A.U. Mamin and Deputy Prime Minister of the Russian Federation D.O. Rogozin on December 26, 2016.

On behalf of the Kazakh side, the subordinate organization of Kazcosmos JSC Joint Venture “Bayterek” was appointed as the responsible organization for the development of the possibility of opening a new impact area of the “Soyuz-2” rocket.
