«Baiterek» is a joint project of the Republic of Kazakhstan and the Russian
Federation on creation of launch and technical complexes on the basis of ground space infrastructure of the Baikonur cosmodrome. Created complex, intended for start-ups develop environmentally friendly launch vehicle family of Angara, appears serious technological breakthrough in the field of modern technologies and launch space rocket. Incorporated in the project specifications are at a level which would compete with international best practice rocket and space technology and in many respects surpass them.
Commencement of the project for the SLC was started on December 22, 2004 in Moscow, where by agreement of the President of the Republic of Kazakhstan N. Nazarbayev and Russian President v. Putin, the two governments signed the Agreement on the establishment space rocket complex «Baiterek» at the Baikonur Cosmodrome. This Agreement has defined the basic principles and modalities of cooperation in the creation and sharing of future space rocket complex «Baiterek».
In accordance with the signed document, to create a space rocket complex and its further exploitation of formed a joint stock company joint Kazakh-Russian joint venture «Baiterek». Founders of joint stock company from the Republic of Kazakhstan were the Aerospace Committee of the Ministry of Education and Science of Kazakhstan, the Russian Federation — Federal State Unitary Enterprise State Research and Production Space Centre named after MV Khrunichev.
The joint venture «Baiterek» operates in accordance with the Agreement between the Government of the Republic of Kazakhstan and the Russian Federation of December 22, 2004, the legislation of the Republic of Kazakhstan and the founding documents. Financing of the enterprise is realized at the expense of the republican budget of Kazakhstan in accordance with annual work program, which is approved annually by the Board of Directors of the joint venture «Baiterek». Scientific-technical support and manufacturing process of the complex is provided by the Russian Federation.
Work on the project of the SLC «Baiterek» based launcher «Angara-5 is carried out in accordance with the General schedule approved by the National Space Agency of the Republic of Kazakhstan Kazkosmos jointly with the Federal Space Agency of the Russian Federation Federal Space Agency in 2007. Development of technical project on creation of the SLC «Baiterek» held FSUE GKNPTs named after. M.v. Khrunichev. Currently Kazkosmos and Roskosmos approved decision on the order of priority works to create a launch complex «Baiterek» (UKSS) the Baikonur cosmodrome, which sets out concrete measures aimed at the practical deployment of infrastructure works SLC «Baiterek» to develop add-ons to the technical project.
The supreme governing body of the general meeting of shareholders. Governing body is the Board of Directors, which consists of twelve members representing the Kazakh and Russian sides. On the post of first Director General of JSC «Kazakh-Russian joint venture «Baiterek» May 30, 2005 was appointed Talgat Musabayev Amangeldievich National Hero of Kazakhstan, Hero of the Russian Federation, Major General Aviation, Pilot-Cosmonaut of the first class. On February 12, 2007 JSC «Kazakh-Russian joint venture «Baiterek» headed Ivan Idrisovich Akhmatov.
